The Commons (and Lords) do have an on-site bar as it happens. More than one infact.
It's also not too uncommon for members of the Lords to be sitting in Parliament totally sloshed, the Commons MP's don't seem to do it often, although as proven by the former Army Major and now-ex Labour MP called Eric Joyce, they too love getting pissed and having a brawl.
