It is quicksand, the source is a video taken in Moracambe Bay, which is infamous for its dangerous quicksand pits. Thing is, the person is an experienced rescuer who knows that as long as you move quickly and the quicksand is dense enough, the surface won't break and you won't sink. Non-newtonian fluids are whack like that, yo.

Not a prank, or actually, the prank is on us. The woman in the wheelchair is actually doing bungee jumping, but the person who made this gif edited out the cord, for reasons that I suspect cant be summed up as "for the lulz".

Till you realize it was a small, or made small by the snow, street and the car was likely avoiding another car going the opposite way. Before he fell into a hole the guy didn't seem bothered by the car swerving at him so he probably saw the other car too.
