frosted glass scatters the light in different directions, making it lookk blurry.
the tape simply helps to keep the light from scattering.

Its frosted because its a bumpy surface so the glue fills in those bumps and creates a semi-clear plastic/glue/glass window?

Because the tape forms a tight seal with the glass, and all the refraction is caused by a sandblasted (uneven) surface, it works to negate said refraction
