the players can be watched from cameras and all, but refs don't use them, it's all up to what the main ref, and the two side ones see. that's why there was that England goal mess a while ago, while cameras can see something, the ref calls it as he sees it. soccer still isn't using instant replays to make calls like in football since football has constant pauses anyway, they can do it, but in soccer the clock never stops, that's why the ref also decides if he'll add minutes at the end of a half if there were a lot of interruptions from free kicks and fouls
