In a sport dominated by matches that end with sweaty men in underwear hugging each other to death, this is a welcomed action.

.is that allowed?
Yes it is
GRABBING THE FENCE IS NOT
However using the fence as a weapon to ricochet yourself or your opponent has been done many many times.
At UFC 100 Alan Belcher used the fence to do a lunging superman punch. former UFC light heavy/heavy weight champ Randy Couture is famous for a style using the fence to pin and immobilize his opponents leaving them drained, tired, and, helpless against the walls.
Many grapplers from Couture, his old training camp Team Quest, BJJ black belts, etc will corner their opponents or shove their opponents against the wall, making them bounce and then setting up a tackle or slam on the rebound.
The walls themselves are used as weapons
