If you go down to your local science museum, they'll almost certainly have an experiment that explains the effect that allows this. Basically, it's just pressure.

You fail at science. The water provides the force to make it stay up. The water/air mix moving around the ball provides a low-pressure channel. The higher-pressure ambient atmosphere pushes in on the ball, keeping it in one place.
