LOL but when they're side-by-side (technically not legal) at night they appear as a single car. So the motorist probably did and decided to go ahead and initiate barrel roll sequence.

Probably from the time they heard anything, or saw a car in deep enough trouble to actually hit them (30 feet away), they had about two seconds. From the time they finished processing that they were, in fact, about to be hit, maybe a second. Also there were two people on the scooter to the left.

Maybe a little slow on the uptake, but no, they really didn't have a great chance of getting out of the way.
