Fer chrissake...

Dwarves generally have short arms and heads, full-sized heads and torsos - as rule are proportioned differently than a "normal" adult. Midgets have fairly normal proportions but are just very small. I think most of the members of both groups prefer to be called little people though and dislike being tossed for money.
