If he's surrounded by a dozen cops and he's running like a madman, maybe...stay with me here, just maybe...they did something dangerous and stopping them with a knock to the head is just a bit better than with a bullet to the face?

Sure they tased him, dog piled on him and group kicked and punched him unconscious all the while yelling "stop resisting", but hey, they didn't shoot him.
