Why isn't there a gate on both sides of the tracks?
If you zoom in on the picture, you can see there are two sets of train tracks. The other set of gates would be beyond them and out of frame.

Why isn't there a gate on both sides of the tracks?
There probably is on the other side of the second set of tracks. Presumably this jackass ran the gate as it was coming down and got trapped between the two sets of gates.

There probably is on the other side of the second set of tracks. Presumably this jackass ran the gate as it was coming down and got trapped between the two sets of gates.
