I think this is something like $15,000-20,000 in ammo just to kill one guy. Were they shooting at Darth Vader or something?

You clearly have no idea what Ammo costs... That was a Cannon on a Gunship shooting, nothing more than a high caliber Gun, the ammo for those cost little to nothing compared to other weapons. That being said, it wasn't a price tag I would have wanted to pay.
