Actually LBR the reason that cats are generally better at surviving falls the greater the fall, is simply because of the distance it takes for them to reach terminal velocity and the way they behave once they do so.
If a cat falls out of a 2nd floor window they are still accelerating when they hit the ground, but from the next floor up they have hit terminal velocity and they then spread themselves which slows them down.
There was some research done into this a while ago and it was foudn that from all available recorded incidents of cats falling from buildings in the US the "safest" floor for them to fall from was the 5th (I think it was the 5th anyway).

Most cats survive the landing from 3rd and 4th floors, but may die when falling from 1st-2nd... They have the ability to "glide" a little and of course here the grass was also helpfull.
