No, it's according to maritime law. The previous poster was absolutely correct. The navigation lights on boats are red on the port side and green on the starboard side. A boat approaching the port side of another boat sees the red light and must yield to it. The larger boat in the video failed to follow maritime law and would be liable for the collision.
