First off the tech has been around since the 90's and got developed in early 2000's. Their biggest problem was the battery pack and how to make it light weight and small, and hold a long life. As you see as soon as he reaches the tank, he shuts is off.

Dude probably parked his tank there cause he had to take a shit real bad. Then as he was coming back saw a parking attendant coming up to ticket him for illegally parking his tank there.
