I still think he was justified in sending the dog. Firstly, in the mayhem he probably didn't see the gun being dropped. Secondly, he doesn't know if this guy is acting alone.

At no point was he disarmed, the clerk was justified in lifting the dog over the counter.

Here's the problem with this.
Depending on the state, and whither or not that robber ends up deceased.
This poor/dumb bastard will and could get charged for homicide.
The dog disarmed him the first time.
Lifting it up over the counter was unnecessary.
And yes. There are some states that would gladly convict this clerk.
