Or does it look like the gun fails to go off on the first trigger pull? It seems like he tries to fire when the Cop ducks away, then pulls the gun back into the car momentarily (just as the policeman starts to draw his own gun) before sticking it back out and shooting.
Did the driver forget to take the safety off? Because that's some intense failure if he did.
