The amount of time it would take to register what the fuck just happened would far out-weight the amount of time he had to react was... unless you live in a world where elk ping-pong is daily occurrence.

Seeing a fucking elk flying at your fucking car tends to be a sight that impedes the impetus to slow the fuck down. Besides, human reaction time isn't measured in nanoseconds. This fuck was probably slamming on the brakes before it hit but was traveling at a speed that required 200 feet to stop.
